The Basics

What is a base station bond?

A base station bond is a license and permit surety bond required by the New York City Taxi and Limousine Commission under its For-Hire Vehicle Rules. Any operator applying for or renewing a base license has to file one before the TLC will issue the license.

The bond is a guarantee to the City and to the riding public that your base will operate according to TLC rules: dispatching only properly licensed vehicles and drivers, keeping the records the Commission requires, paying the fines and judgments assessed against the base, and meeting the consumer protection obligations that come with the license. It is a guarantee rather than insurance. If a valid claim is paid, the surety looks to the base owner for reimbursement.

The TLC licenses three kinds of bases, and each one requires the bond: base stations dispatching for-hire vehicles, black car bases, and luxury limousine bases. The bond form and the amount are set by the Commission, and they can change with rule amendments, so the current form matters as much as the amount.

Base station bond FAQs

You pay an annual premium, not the face amount of the bond. The premium is a small percentage of the bond amount and depends on the ownership credit profile and how long the base has been operating. Established bases generally see the lowest rates. Apply and we will quote the exact figure, usually the same business day, with no obligation.
The Commission sets it, and it has been revised over the years through rule amendments, so we confirm the current requirement rather than quoting a figure that may be out of date. Tell us your base category on the application and we will verify the amount that applies to you before issuing.
Yes. The bond attaches to the license, so an operator holding more than one base license generally requires a bond for each one. If you run several bases we can quote them together and align the renewal dates so there is one date to remember.
